Direktur Jenderal Bina Konstruksi dan Bupati Kabupaten Lombok Utara menyaksikan penandatanganan kontrak Proyek KPBU (Kerjasama Pemerintah dengan Badan Usaha) Bidang Air Minum di Kabupaten Lombok Utara, Selasa (16/01), di Provinsi NTB. Proyek KPBU perdana di Provinsi Nusa Tenggara Barat ini diharapkan dapat memicu pertumbuhan ekonomi serta dapat ditularkan ke sektor publik lain di Lombok Utara.
Direktur Jenderal Bina Konstruksi dan Bupati Kabupaten Lombok Utara menyaksikan penandatanganan kontrak Proyek KPBU (Kerjasama Pemerintah dengan Badan Usaha) Bidang Air Minum Kabupaten Lombok Utara, Selasa (16/01), di Provinsi NTB. Proyek KPBU perdana di Provinsi ini diharapkan dapat memicu pertumbuhan ekonomi serta dapat ditularkan ke sektor publik lain di wilayah Lombok dan sekitarnya.
“Kami terus mendorong dan mendampingi daerah yang melakukan kerjasama dengan badan usaha di daerah untuk penyediaan infrastruktur, dan saat ini Lombok Utara yang memiliki potensi besar untuk maju. Sudah saatnya pengelolaan dan pembangunan infrastruktur publik didorong pemerintah untuk melibatkan pihak swasta untuk dapat ambil bagian didalamnya.”
Hal tersebut disampaikan Direktur Jenderal Bina Konstruksi, Syarif Burhanuddin pada saat Penandatanganan Kontrak Proyek Kerjasama Pemerintah dengan Badan Usaha (KPBU) Bidang Air Minum di Kabupaten Lombok Utara antara PDAM Tirta Dharma Kabupaten Lombok Utara dengan pemenang lelang PT. Tiara Cipta Nirwana, Selasa, (16/01) di Provinsi NTB.
Dirjen Bina Konstruksi mengapresiasi langkah Pemerintah Kabupaten Lombok Utara yang progresif melaksanakan Kerjasama dalam melibatkan badan usaha swasta dalam membangun infrastruktur publik, khususnya sektor air minum.
“KPBU pada proyek air minum yang memiliki kelayakan finansial tinggi perlu didorong, namun harus tetap memprioritaskan penyalurannya kepada masyarakat berpenghasilan rendah”, ujar Dirjen Bina Konstruksi.
Penerapan skema Kerjasama Pemerintah dan Badan Usaha (KPBU) di Indonesia sangat penting, mengingat APBN dan APBD hanya dapat mendanai lebih kurang 41% dari kebutuhan investasi infrastruktur dalam RPJMN 2015-2019.
“Pemerintah daerah beserta jajaran SKPD nya di Lombok Utara harus dapat memberikan kesempatan yang besar kepada investor untuk berinvestasi, karena dengan hanya mengandalkan APBN/D saja, tidak akan pernah cukup untuk membangun infrastruktur,” Ujar Syarif.
Dirjen Bina Konstruksi pun mengharapkan penandatanganan perjanjian KPBU SPAM Lombok Utara dapat ditiru SKPD lain di wilayah NTB untuk pelayanan publik yang lebih baik.
“Dengan KPBU, anggaran Pemerintah Pusat/Daerah dapat dioptimalkan untuk pembangunan lainnya, termasuk untuk menggali lagi potensi pariwisata di wilayah NTB, selain itu keberhasilan memulai proyek KPBU tahun ini akan menjadi role model dalam merealisasikan proyek KPBU bidang lainnya.” tambahnya.
Sementara itu, Bupati Kabupaten Lombok, Najmul Ahyar mengatakan KPBU ini merupakan proyek KPBU pertama yang dilaksanakan di Provinsi NTB, dan akan menjadi percontohan untuk sektor lain untuk memicu tumbuhnya perekonomian di Lombok Utara.
Proyek KPBU Bidang air minum di wilayah Lombok Utara ini diinisiasi sejak tahun 2017 dengan proses konstruksi akan dimulai pada tahun ini.
Proyek bernilai investasi sebesar Rp. 300 Milyar yang dikucurkan oleh PT. Tiara Cipta Nirwana ini rencana dikerjasamakan selama 30 tahun dengan PDAM Tirta Dharma Lombok Utara, dengan memanfaatkan teknologi reverse osmosis, atau air baku dari air laut sebagai sumber air minum.
“Kami mengapresiasi Kementerian PUPR yang telah memberikan pendampingan untuk pilot project KPBU bidang air minum ini, kami melalui jajaran SKPD dengan masing-masing bidang juga akan mendorong untuk melakukan KPBU di wilayah Lombok Utara.” tambah Najmul.
Turut hadir dalam penandatanganan kerjasama itu Bupati Kabupaten Lombok Utara, Direktur Utama PDAM Kab. Lombok Utara, para Kepala SKPD di wilayah Kab. Lombok Utara, Direktur PT, Kapolres, Kajari, PT.Tiara Cipta Nirwana, Tim Investasi SPAM Kab. Lombok Utara, serta para Pejabat di Kementerian PUPR.
Selain itu Syarif juga mengunjungi Lembaga Pengembangan Jasa Konstruksi (LPJKP) NTB. Syarif melakukan kunjungannya untuk melihat kinerja kondisi dilapangan serta ada beberapa hal yang menjadi kebijakan LPJKP NTB kedepan yang diharapkan pihak-pihak terkait penyelenggaraan jasa konstruksi untuk dapat mempersiapkan langkah kedepan dalam melakukan percepatan sertifikasi tenaga kerja konstruksi di tahun 2018 .
Dirjen Bina Konstruksi mengatakan saat ini yang masih menjadi permasalahan yang masih berulang adalah tentang aturan mendapatkan sertifikat, ia meminta untuk tidak mempersulit tenaga kerja konstruksi untuk memperoleh sertifikasi sesuai dengan diberlakukannya UU No. 2 Tahun 2017 Tentang Jasa Konstruksi.
“Permudah segala regulasinya, tahapan-tahapan prosesnya juga jangan sampai memakan waktu yang lama sehingga menyebabkan lambanya birokrasi untuk mendapatkan sertifikat.” Tambah Dirjen Bina Konstruksi.
Syarif berharap peran LPJKP dalam membantu Pemerintah dalam mencetak tenaga kerja konstruksi dapat berkontribusi besar khususnya pada mutu, dan hal tersebut akan menciptakan daya saing tinggi terhadap tenaga-tenaga kerja di Indonesia.

Our website implements the ARIA attributes (Accessible Rich Internet Applications) technique, alongside various different behavioral changes, to ensure blind users visiting with
screen-readers are able to read, comprehend, and enjoy the website’s functions. As soon as a user with a screen-reader enters your site, they immediately receive
a prompt to enter the Screen-Reader Profile so they can browse and operate your site effectively. Here’s how our website covers some of the most important screen-reader requirements,

Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website.
In this process, we provide screen-readers with meaningful data using the ARIA set of attributes. For example, we provide accurate form labels;
descriptions for actionable icons (social media icons, search icons, cart icons, etc.); validation guidance for form inputs; element roles such as buttons, menus, modal dialogues (popups),
and others. Additionally, the background process scans all of the website’s images and provides an accurate and meaningful image-object-recognition-based description as an ALT (alternate text) tag

Animations – epileptic users can stop all running animations with the click of a button. Animations controlled by the interface include videos, GIFs, and CSS flashing transitions.
Content highlighting – users can choose to emphasize important elements such as links and titles. They can also choose to highlight focused or hovered elements only.
Audio muting – users with hearing devices may experience headaches or other issues due to automatic audio playing. This option lets users mute the entire website instantly.
Cognitive disorders – we utilize a search engine that is linked to Wikipedia and Wiktionary, allowing people with cognitive disorders to decipher meanings of phrases, initials, slang, and others.
Additional functions – we provide users the option to change cursor color and size, use a printing mode, enable a virtual keyboard, and many other functions.

We aim to support the widest array of browsers and assistive technologies as possible, so our users can choose the best fitting tools for them, with as few limitations as possible.
